VISIT MIDLAND ATTRACTED 124 TOTAL EVENTS. 72 OF THOSE WERE NEW, 52 OF THOSE WERE REPEAT, UH, PRODUCED THREE 33,930 ROOM NIGHTS AND AN ECONOMIC IMPACT OF 48 5 48 0.5 MILLION TO THE MIDLAND COMMUNITY. THE REAL BIG DRIVER OF THIS HAS BEEN YOUTH SPORTS. UM, YOUTH SPORTS HAS BEEN MASSIVE. AND, AND WHEN I LOOK AT THE 20 24, 25 NUMBERS, 27,300 OF THE 33,000 ROOM NIGHTS CAME FROM YOUTH SPORTS IN PARTICULAR. SO 81% OF OUR HOTEL ROOM NIGHTS COMING FROM YOUTH SPORTS. YOUTH SPORTS IS SOMETHING THAT YOU CAN'T GO WRONG IN. SAY THAT PERCENTAGE AGAIN. WHAT PERCENT, WHAT'S THAT? SAY THAT PERCENTAGE AGAIN, IF YOU WOULD PLEASE. 81% OF THE TOTAL ROOM NIGHTS VISIT MIDLAND EVENTS WERE THROUGH SPORTS RELATED YOUTH SPORTS, PRIMARILY ECONOMIC IMPACT. IF YOU COMPARE THE 48.5 MILLION IN ECONOMIC IMPACT, 72% OF OUR ECONOMIC IMPACT CAME FROM SPORTS EVENTS ALONE. SO $34.8 MILLION. I'M GONNA GIVE A QUICK FORECAST OF WHAT WE'RE SEEING FOR 25, 26. THINGS JUST KEEP GOING UP AND UP AND UP. WE DON'T HAVE THE NEW SOCCER FIELDS AVAILABLE TO, TO MARKET YET, AND THEN WE DON'T HAVE THE MIDLAND ATHLETIC SYNDICATE UNTIL JUNE. SO IT'S MOST, IT'S ALMOST ALL THE WAY THROUGH THE FISCAL YEAR. BUT SAFELY, AND I FEEL CONFIDENT ABOUT THIS, AND THIS IS, RIGHT NOW, WE HAVE 127 EVENTS ON THE BOOKS, 74 NEW, 53 REPEAT. WE'RE ESTIMATING OUR HOTEL ROOM NIGHTS TO BE IN THE 40 TO 50,000 RANGE. SO WE'RE REALLY EXCITED ABOUT THAT ECONOMIC IMPACT, PROJECTING AT 50 TO 55 MILLION, THAT'S WHAT WE HAVE RIGHT NOW. SO WE STILL HAVE SEVEN MONTHS LEFT IN THE FISCAL YEAR. I DON'T WANT TO BE OVER AMBITIOUS AND, AND EXAGGERATE TOO TOO MUCH, BUT I THINK THAT 50 TO 55 MILLION IS PRETTY A, A SAFE ECONOMIC IMPACT ESTIMATE FOR US. I'M GONNA GO BACK JUST HISTORICALLY, UH, TO WHAT VIS MIDLAND HAS DONE FROM A ROOM NIGHT PERSPECTIVE. JUST SO EVERYBODY KNOWS, WE PROMOTE TRAVEL AND TOURISM. WE'RE FUNDED BY HOTEL OCCUPANCY TAX, NOT THE MIDLAND TAXPAYER. SO WE REALLY PUT A BIG FOCUS ON HOTEL ROOM NIGHTS ON FRIDAYS AND SATURDAYS BECAUSE OIL AND GAS BY AND LARGE DRIVES THE MARKET MONDAY [00:05:01] THROUGH THURSDAY. SO WE'RE REALLY FOCUSING ON WHERE OUR HOTELIERS ARE NEEDING OCCUPANCY MOST. AND, UH, THERE, OBVIOUSLY WE HAD COVID AND SOME OF THIS, BUT IN THE FISCAL YEARS, 2020 AND 2021 VISIT MIDLAND ACCOUNTED FOR 8,383 ROOM NIGHTS, 21, 22 16, 232, AND 20 22 23, 20 2,560. NOW WE'RE STARTING TO MOVE FORWARD. 2023 AND 24, 20 4,565, LAST FISCAL YEAR, 33,930. AND NOW WE'RE LOOKING AT 40 TO 45,000 FOR FISCAL YEAR 25, 26. SO IF YOU LOOK BACK TO, UH, YOU KNOW, 2020 VISIT, MIDLAND IS QUADRUPLED ITS ROOM NIGHT PRODUCTION. TO DATE, I'D SAY ONE OF THE BIGGEST TOOLS THAT WE HAVE IS OUR VISIT MIDLAND SPORTS ENTERTAINMENT GRANT. UH, IN 24 25, UH, WE'D ASKED FOR AN INCREASE IN THE SPORTS ENTERTAINMENT GRANT. IT WAS MY, IN MY FIRST COUPLE OF MONTHS OF COMING ON. AND THAT INCREASE, WE IMMEDIATELY CREATED EVENTS WITH IT. UM, WE HAD 27 EVENTS THROUGH THE BMS ESPORTS ENTERTAINMENT GRANT IN 24 25. AND WE HAVE 28 NEW EVENTS SCHEDULED FOR 25, 26. NOW, A NEW EVENT, ACCORDING TO WHAT THE CITY HAS INSTRUCTED US, IS AN EVENT IN ITS FIRST THREE YEARS VISIT. MIDLAND WORKS ON THOSE FOR THE FIRST THREE YEARS, GETS UP, GETS IT UP AND ESTABLISHED, AND THEN WE DELIVER THE REPORTING TO THE CITY, AND THE CITY CAN LOOK AT IT FOR FUTURE EVALUATION ON EVENTS. SO IT'S A GOOD PROVING GROUND BEFORE WE PASS IT OVER TO THE CITY BECAUSE WE HAVE ALL THE DATA TO TO, TO SUPPORT IT. UM, AN IMPORTANT THING TOO, SO WE GOT THAT ADDITIONAL MONEY IN FEBRUARY. WE HAD WITHIN THREE MONTHS, WE HAD ALL OF THAT MONEY DEDICATED TO EVENTS. WE WERE HANDCUFFED BY NOT HAVING A BUDGET TO GO AFTER A PRIME EVENT. I DO WANNA FOCUS ON SOME THINGS THAT I THINK THAT ARE REALLY BRINGING VISIT, MAKING VISIT MIDLAND SUCCESSFUL. AND WE BELIEVE HAVING STRONG RELATIONSHIPS WITH OUR HOTELIERS AND EVENT ORGANIZERS IS OUR, OUR LARGEST STRENGTH. IT'S NOT TRANSACTIONAL. WE'VE BUILT REAL WORKING RELATIONSHIPS. WE PICK UP THE PHONE, SOLVE PROBLEMS AND GET DEALS DONE. AND THIS IS HOW EVENTS LAND IN MID MIDLAND AND PRODUCE ECONOMIC IMPACT IN ROOM NIGHTS. WE FINALLY HAVE REAL DOLLARS TO COMPETE, TO GO AFTER BUSINESS FROM 1 25 TO 4 25 IS A LARGE, IS A LARGE AMOUNT, BUT WE MORE, OR THIS, THIS FUNDING HAS PUT US IN THE POSITION TO GO AFTER MORE PRESTIGIOUS EVENTS, REGIONAL EVENTS, NATIONAL EVENTS, THINGS LIKE THAT. AND BASICALLY, UH, MORE COMPETITIVE BIDS. WE HAVE THE ABILITY TO DO THAT, MORE EVENTS THAT ARE CHOOSING MIDLAND OVER OTHER AREAS. AND WE'VE GOT MORE EVENTS ON THE CALENDAR, MORE HOTEL ROOM NIGHTS SCHEDULED. AND ECONOMIC IMPACT IS SIGNIFICANT. WE BELIEVE IN BEING FRONT FACING, UM, HONEST COMMUNICATION WITH CITY LEADERSHIP. WE FEEL LIKE WE'RE CLEAR ABOUT WHAT WE DO NOW. WE SHARE OUR WINS AND WE'RE UPFRONT WITH OUR, WITHOUT OUR CHALLENGES, EXCUSE ME. UM, WE'VE GOT A LOT OF QUESTIONS AND WE'D LIKE TO SEE THOSE QUESTIONS ANSWERED BEFORE THE LAND IS TURNED OVER TO THE HOTEL AND PART OF THE DEAL. THE CONTRACT SAYS THAT ANY PAYMENTS FROM MDC HAS TO BE APPROVED BY CITY COUNCIL. ALL OF THOSE PAYMENTS, THERE'S 45 MILLION IN CASH GOING OUT THAT THOSE PAYMENTS AS THEY COME UP HAVE TO BE APPROVED. WELL, THE LAND, I BELIEVE SHOULD BE CONSIDERED A PAYMENT ALSO. IN FACT, THE DEAL THAT WAS PRESENTED TO THE CITY COUNCIL AND TO THE CITY OF MIDLAND FROM CITY STAFF SAID THAT THE CITY PUBLIC CONTRIBUTIONS WAS GOING TO BE 60 A MILLION DOLLARS AND THAT WAS GONNA BE 36.4%, 30, 35 0.6%, EXCUSE ME, OF THE TOTAL COST OF PUBLIC CONTRIBUTIONS. THAT IS, UM, FLAT OUT FALSE. THERE'S A LOT OF LIES IN THE PRESENTATION THAT WAS PRESENTED TO YOU GUYS AND PRESENTED TO THE CITY BY THE STAFF. UM, I DON'T MEAN TO SAY LIES, BUT THERE IS A LOT OF INCONSISTENCIES, A LOT OF QUESTIONS. UM, WE WOULD LIKE TO SEE THOSE QUESTIONS ANSWERED BEFORE THIS LAND IS GIVEN OVER. MDC HAS STATED TO US, THIS LAND COSTS $15 MILLION, TWO DIFFERENT PAYMENTS OF ABOUT 5 MILLION EACH AND 5 MILLION TO DEMOLISH THE BUILDING THAT WAS ON THERE. THAT IS NOT INSIGNIFICANT AND THAT $15 MILLION WAS LEFT OUT OF THE PUBLIC CONTRIBUTION. I DON'T SEE THAT IN THE DEAL ANYWHERE. IT'S, IT'S NOT, THERE'S NOT A DOLLAR AMOUNT PUT IN THE DEAL. I THINK THAT IS VERY DECEPTIVE AND VERY DISHONEST ON THE CITY'S PART. I THINK THE HOTEL DEAL WAS PASSED BASED ON A BUNCH OF LIES AND A BUNCH OF ILLEGAL ACTIVITY. FRANKLY, WE WOULD LIKE TO SEE PROOF. THE CONTRACT STATES THAT THE HOTEL DEVELOPERS HAVE TO SHOW PROOF OF FINANCING OF 125 MILLION. [01:10:02] THAT'S WHAT WAS PRESENTED TO THE PUBLIC. THAT'S WHAT Y'ALL AGREED ON, THAT THERE HAS TO BE PROOF OF FINANCING OF 125 MILLION. THERE'S A FEW REQUIREMENTS LAID OUT OF HOW THAT PROOF OF FINANCING COMES OUT BEFORE YOU GIVE THEM ANY MONEY. ORTIZ SAID WHEN THAT WAS PRESENTED TO CITY COUNCIL, UM, AND VOTED ON IN THAT SAME MEETING. HE SAID THAT EACH OF THOSE PAYMENTS, THOSE $45 MILLION PAYMENTS AS THEY COME DUE, THEY WOULD BE APPROVED BY MDC AND THEY'D BE APPROVED BY THE CITY OF MIDLAND, UM, CITY COUNCIL. UM, SO THAT'S TO, TO MY WIFE'S POINT, UM, IS ONE OF THE CONTRADICTIONS IN THE INFORMATION THAT WE'RE GETTING ABOUT THIS WHOLE DEAL AND HOW IT WORKS. UM, I THINK IT'S IMPORTANT TO NOTE TOO, UM, THE COMPARISONS THAT MR. GONZALEZ MENTIONED WERE NOT APPLES TO APPLES COMPARISONS, THAT THE, THE COMPARISONS TO THOSE OTHER PROJECTS DID NOT REFLECT THE SAME COSTS. UM, IN FACT, THEY INCLUDED, UH, INCENTIVES THAT WERE NOT INCLUDED IN THE 35% THAT WAS USED TO COME UP WITH THE PERCENTAGE THAT THE CITY OF MIDLAND IS DOING. SO THOSE WERE NOT APPLES TO APPLES. WE HAD A COUNCILMAN THAT POINTED THAT OUT. UM, UNFORTUNATELY HE WASN'T HEATED BY THE MAJORITY OF THE REST OF YOU, UH, THAT WERE HERE AT THAT TIME. UM, BUT MR. CORRALES WAS VERY KEEN IN HIS OBSERVATIONS THAT THAT INFORMATION WAS NOT CONSISTENT. IT WAS NOT REFLECTIVE OF THE DEAL. UM, AND SO WHAT WE WERE DOING IS NOT, UM, ACTUALLY CONSISTENT WITH BEST PRACTICES. AND I, I COULD GO ON FOR A LONG TIME ABOUT WHY I THINK IT WAS BAD FOR MIDLAND. I WOULD, I THINK THAT, UM, AND I WOULD REQUEST THAT THIS BE AN AGENDA ITEM FOR THE CITY COUNCIL, UM, THAT WE HAVE AN UPDATE ON THIS PROJECT. I WOULD ASK THAT YOU DO THAT TODAY. FROM WHAT I UNDERSTAND, THAT'S AN ACTION THAT YOU CAN TAKE. UM, RIGHT NOW YOU CAN TAKE AND PUT THIS ON THE AGENDA FOR A FUTURE MEETING. AND I WOULD ASK THAT THAT HAPPEN, THAT WE HAVE AN UPDATE ON WHAT THIS PROJECT IS, WHAT'S GOING ON AND WHAT'S HAPPENING. THIS IS THE LARGEST DEAL THAT THE MDC HAS DONE IN ITS EXISTENCE AND NOT BY JUST A LITTLE BIT, BY A DRAMATIC AMOUNT. THE INFORMATION COMING OUT IS SPARSE. UM, MR. CRUMP ARGUES THAT NONE OF THIS SHOULD BE HAPPENING AS THIS GETS CARRIED OUT SHOULD BE HAPPENING IN A PUBLIC MEETING. UM, I THINK GIVEN THE SIZE, THE IMPORTANCE OF THIS PROJECT TO OUR COMMUNITY, TO MDC, TO THE CITY, THAT ALL OF THIS SHOULD BE HAPPENING IN PUBLIC, THAT THE TRANSPARENCY AROUND ALL OF THIS SHOULD BE AS BIG AS BETTER [01:15:01] THAN ANYTHING ELSE THAT WE'RE DOING. WE SHOULD KNOW WHAT'S GOING ON. I'VE ASKED FOR A MEETING WITH THE MAYOR AND MS. HARRIS AND I HOPE THAT YOU CAN DO THAT, THAT WE CAN GET SOME OF THESE QUESTIONS ANSWERED. UM, BEFORE WE GIVE AWAY OUR LAND, BEFORE WE GIVE AWAY OUR RESOURCES, WE NEED TO MAKE SURE THAT THE AGREEMENT IS BEING MET, THAT UM, THE OTHER SIDE IS DOING WHAT THEY'RE SUPPOSED TO BE DOING AND THAT THIS PUBLIC KNOWS AND UNDERSTANDS WHAT THE DEAL IS.
